The Tokyo MER (Mobile Emergency Room) project sends elite emergency medical teams to disaster sites in large, operating-room-equipped vehicles. The new Nankai unit is tasked with serving remote island regions in Okinawa and Kagoshima. When a volcano erupts, the devastation far exceeds expectations. Helicopter rescues are impossible due to thick volcanic smoke, and both the Self-Defense Forces and the Coast Guard are still hours away.
